OPERATIONS DIRECTOR POSITION DESCRIPTION
Full-Time and Exempt Employee; Reports to the Executive Director

Disability Rights Washington (DRW) seeks an Operations Director to provide leadership, oversight and administrative direction to Finance, Office Management, Volunteer Management, Payroll, Information Technology, and Human Resources employees and contractual services.

This position will be based in either our Olympia, Seattle or Spokane office. There may be some opportunity to work remotely part of the week.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

- Provide leadership, oversight and administrative direction to Finance, Office Management, Volunteer Management, Payroll, Information Technology, and Human Resources employees and contractual services and ensure cross training of staff on all essential functions of these operations to prevent disruption of services during employee absences.
- Develop and execute DRW’s financial management strategy and have direct responsibility for accounting, finance, forecasting, fiscal strategic planning, contract negotiations, banking relationships, partnerships compliance and private and institutional financing.
- Oversee the Information Technology function by providing oversight, direction and coordination related to organization-wide technology planning and utilization, to include integration of information systems, voice and data networks. Align and prioritize IT goals and projects with organizational objectives and strategies. Ensure a secure and quality IT infrastructure for the effective delivery of IT services across the organization without interruptions.
- Oversee the administrative property management functions, to include, but not limited to, asset management, inventory management, preventive maintenance, capital improvement projects (if any), procurement, regulatory compliance, and quality assurance.
- Oversee the accounting function which includes accounts receivable, accounts payable, payroll, general ledger preparation, financial statement preparations, program expenditure and leave accrual reports and other accounting activities.
- Direct procedures and systems necessary to maintain proper records and to ensure adequate accounting internal controls and services that maximize operational efficiency and general business operations.
- Oversee procurement of contractual services – auditing, information technology, office space, copier equipment, meeting space, fund accounting software, accommodation, interpretation, translation, human resource consulting, organizational and DEI consulting, etc.
- Prepare financial information and recommendations utilizing forward-looking predictive models and activity-based financial analysis as requested by DRW’s Executive Director.
- Develop standards to measure and evaluate DRW’s financial and operational performance and report results to the Leadership Group and Board of Directors.
- Direct the development and preparation of short-term and long-range plans/budgets based on DRW’s directional statements. Provide financial forecasts for operating, capital planning (if any) and budgeting.
- Develop, recommend, implement and evaluate operational policies and procedures for all areas of responsibility. Ensure all policies and procedures are in compliance with applicable local, federal and state regulations and laws governing business operations.
- Oversee the establishment, maintenance and monitoring of internal controls, as well as policies and procedures for all operations of responsibility. Read, interpret, review, and comply with all federal and state legislation pertaining to operations in areas of responsibility.
- Remain current on changes within the legal, regulatory, economic and technological environments, which may affect the financial and administrative operations of the organization.
- Serve as organization-wide leader on real property (e.g., lease management and facilities management); technology services; risk management; security management; energy management; and property management. Review and recommend approval (with revisions if applicable) all contracts and contractual amendments within areas of responsibility.
- Direct the development and installation of operational standards, procedures and controls to promote communication and adequate information flow for all financial and administrative areas of responsibility.
- Serve as a member of the Leadership Group. Partner with the Executive Director in executing the development of long-range strategic plans for all areas of responsibility.
- Work with key team staff to develop and implement quality measurement/evaluation of services in all areas of responsibility. Set employee performance expectations and evaluate performance results for areas of responsibility in a regular systematic manner.
- Develop and maintain a sound plan for all areas of financial and administrative areas of responsibility. Recommend changes in corporate organization as may be necessary to promote development and growth.
- Attend Finance and Audit Committee and Board of Directors meetings, preparing and presenting reports as required and requested. These meetings are generally outside normal business hours and generally held on a quarterly basis.
- Participate in race based caucusing.
TIMELY PAPERWORK AND REPORTING
Submits all required reports, timesheets, and other documentation in an accurate and timely manner.
- Works in an office environment and has extensive local and statewide work-related travel.
- Must work evenings, weekends, or extended hours when necessary.
Maintains a reasonably ambitious workload and keeps their immediate supervisor informed when there is insufficient work to perform and when there is a risk that work won’t be completed on a timely basis.
CANDIDATE PROFILE EDUCATION & CERTIFICATION / LICENSE CREDENTIALS
A Bachelor’s Degree in Finance or a related field; an advanced degree, such as a Master of Business Administration or Master’s in Finance or Accounting or CPA, is preferred but equivalent experience will be considered.
FUNCTIONAL COMPETENCIES — SKILLS, KNOWLEDGE, & EXPERIENCE
- Commitment to exposing and dismantling all forms of structural bias and oppression.
- Lived or other demonstrated meaningful and sustained experience with people with disabilities, people living in poverty, people of color, immigrant, or indigenous communities or the criminal legal system.
- A minimum of 5 years of financial and operational management experience, including fund and grant accounting; compliance and reporting; contract negotiating across multiple programs with a budget of at least $2 million (preferred).
- Demonstrated leadership capacity, successfully managing and developing a strong team.
- Federally funded non-profit experience.
- Demonstrated ability to supervise employees working in areas outside the Operations Director’s expertise.
- Experience with the federal Super Circular and federal Single Audits.
- A demonstrated track record of successful business operations management and project management.
- Proficiency in Microsoft Office Suite, as well as experience working with accounting and payroll software and information management.
