Congress tackles misuse of restraint and seclusion in public schools

Last week US House of Representative members passed HR 4247, Keeping All Students Safe, to end abusive restraint and seclusion practices in American special education programs. The legislation came on the heels of the National Disability Rights Network report, “School is Not Supposed to Hurt” which shed light on instances of serious injury and even death from improper restraint and seclusion policies and practices.  Cathy McMorris Rodgers of Spokane co-sponsored the legislation.
